The primary site to be evaluated in this EA is the
CSIA. The history of the site began in 1942 when the United States
Department of Defense purchased 5,000 acres for the Clinton Naval
Air Station. The facility was used primarily as a training facility
for pilots. Operations at the Naval facility ceased in 1946, and
the land/infrastructure was acquired by the City of Clinton. The
facility was renamed the Clinton-Sherman Airport and began operation
as an industrial airpark. In 1955, approximately 2,700 acres were
transferred to the Air Force for use as a Strategic Air Command
fighter and satellite bomber base. Numerous facilities, including
900 housing units, and a new runway were constructed at the Clinton-Sherman
Air Force Base during this time frame. Between 1955 and 1964, an
additional 4,107 acres of surrounding land were acquired through
purchases and easements.
During the 1960s, military operations were de-emphasized, and
the Clinton-Sherman Air Force Base was slated for closure. The Air
Force base was formally closed on December 31, 1969. The Air Force
maintained caretaker activities until the property was deeded back
to the City of Clinton on June 25, 1971. The City granted leasehold
interest to portions of the site to the Midwestern Oklahoma Development
Authority (MODA), which subleased portions of the facility. The
Air Force continued to lease portions of the facility between 1972
and 1975.
The housing units were purchased by MODA, who then began selling
the units in the late 1970s. The leasehold agreement between MODA
and the City of Clinton was terminated for the non-housing portions
of the facility in 1989. In 1993, the City of Clinton leased the
CSIA to the Southwestern Oklahoma Development Authority (SWODA).
Currently, Air Force activities comprise approximately 90% of the
45,000 total annual operations at Clinton-Sherman.
