The primary objective of FAA/AST's commercial space
transportation licensing program is to ensure public health and
safety through the licensing of commercial space launches and reentries,
and the operation of launch sites. For the Oklahoma Spaceport, OSIDA
is seeking to obtain a launch site operator license. This license
only pertains to the operation of a launch site and for the reentry
of a reentry vehicle. A launch license must be obtained for each
vehicle that will launch and/or perform reentry at the launch facility.
The launch vehicle operator is responsible for obtaining a launch
license from FAA.
To fulfill FAA's licensing requirements, OSIDA's proposed facility
operations must undergo an environmental review and a safety review.
The safety review is outside of the scope of this EA, but will be
prepared concurrently by OSIDA. The FAA will issue a launch site
operator license to OSIDA if and only if it determines that an applicant's
launch or reentry proposal or proposal to operate a launch site
will not jeopardize public health and safety, safety of property,
U.S. national security or foreign policy interests, or international
